Privacy Statement On June 14, the Second Continental Congress created the Continental Army. This precedent setting address presented defense, foreign policy, economic, education, and immigration related topics. On January 8, 1790, President George Washington delivered to Congress the first State of the Union address in American history. To address these dueling motivations, the delegates agreed to give key powers to the federal governmentlike raising funds, organizing a national army, dictating foreign policy, and enforcing the lawsbut then also included a specific clause that reserved the remaining powers to the states. Washington liked that polite conflict because it allowed him to stress test the different positions that he was contemplating. He wanted a system where he could issue an order, and the secretaries would give him their opinions or at least if they needed more time, then they would write a written opinion. Plus, he was a Virginian. They're faced with the first presidential elections, which will turn over power. It wasn't a head tax, so it wasn't unfairly burdensome on the poor. But by then, the tobacco was already in port, and Washington had no leverage. But an equally important question remained unanswered: would he accept the job? While the final product was not everything Washington had hoped, he wrote to his friends that he sincerely believe[d] it is the best that could be obtained at this time. Six months later, American diplomats signed the Treaty of Paris, ending the Revolutionary War and securing independence for the colonies from Great Britain. After nearly drowning, freezing, and starving, he arrived in Williamsburg on January 16, 1754. The coffers were empty however, and the economy was in shambles. During the attack, the French commander, Sieur de Jumonville, was killed. Once they had continued to work with a cabinet, then it becomes this custom that is many years in the making. The acts closed the port of Boston and revoked self-government in Massachusetts until the colony paid restitution for the damaged tea. The following year, the British sailed south and captured Philadelphia, forcing Congress to flee west. He was one of the earliest plantation owners to recognize that tobacco damaged the soil. Many leaders understood that Washingtons participation was essential to the conventions success, and the Virginia state legislature agreed and included his name on the slate of delegates. Neither the Constitution nor Congressional legislation created key structures of the U.S. government like the Presidents Cabinet. After the war, he committed to keeping families together on his plantation and refused to buy or sell additional individuals. Although Washington employed overseers to monitor the daily work of the enslaved workers in the field, he also assumed an active role in plantation supervision.
